Identifying Mini-Grid Policy Gaps
IET – International Energy Transition GmbH assisted policymakers in several African countries to assess policy gaps in their existing mini-grid regulation. This included rural electrification strategies and master plans, tariff policies, fiscal policies, technical regulation and standards, permit and licensing, concession contracts, PPA, and risk mitigation instruments, among other things. Policy gaps were identified based on phone interviews with policymakers, reviews of existing legislations and comparisons with international best practice. The task was commissioned by ECREEE and the Clean Energy Solution Center as part of a donor coordination effort.
