Renewable Energy Auction Design in Turkey

IET – International Energy Transition GmbH advised policymakers in Turkey on the potential implementation and design of renewable energy auctions. The main objective of this assignment was to inform experts from the responsible ministry (MoENR) and other stakeholders about renewable energy auction design based on international best practice. The project consisted of drafting a factsheet on renewable energy auction design elements, including technology-neutral versus technology-specific auctions, price-finding mechanisms, pre-qualification criteria, project selection criteria, local content requirements, and penalties for non-compliance.  In addition, policy hybrids (e.g. combining FITs with auctions) were also discussed. The project was commissioned by the GIZ Turkey and executed in cooperation with E3 Analytics.
