Auction design for wind energy in Vietnam

IET – International Energy Transition GmbH assisted policymakers in Vietnam in designing an auction-based procurement mechanism for wind energy. First, the project consisted of analysing whether a shift of the support mechanism from feed-in tariffs to auctions is feasible for Vietnam. Second, the legal framework in Vietnam was analysed to assess the applicability of an auction-based finance mechanism. Lastly, auction design options were presented to the Ministry in charge, including recommendations and a time-schedule for implementation. The project was commissioned by the GIZ in Vietnam and was executed in cooperation with Eclareon GmbH.
